Printers have been added and removed multiple times, drivers have been completely cleared before the reinstall, user permissions have been manually added via the 'print server' option, same results with local administrator account, all of which were done with the print spooler being restarted at various times.

Issue ended up being due to a Vipre install that the previous tech installed.
